Not sure what the problems with metacpan.org/search.cpan.org are; just a comment re your detailed commit message: The patch is not about a Debian spec, it's that running the POD through pod2man leads to a broken manpage; "broken" in the sense that there is no whatis part; or actually a completly missing NAME section.
