Devel::Pragma::my_hints is a very simple function; it should be possible to eliminate the Devel::Pragma dependency. Requested by haarg.

Aside from my_hints, there is one other relevant bit in Devel::Pragma. It loads Lexical::SealRequireHints. You would likely want to do the same if you stopped using Devel::Pragma.
