I found the diagnostic line in the report http://www.cpantesters.org/cpan/report/8b9b9686-3d49-11e3-91c1-fbd8f24aa4a3 I turns out that somebody decides to use XML::Parser or XML::LibXML for parsing. When th decision goes in favor of XML::Parser, then this error occurs, but when the decision goes in favor of LibXML, then somebody loads bytes.pm and so the function call bytes::substr() succeeds. I started t/parser.t in the debugger and compared the loaded modules with the 'M' command.
