It seems to be applied in git [0] but not in the released tarball on the CPAN. Just looking at the list of modules at https://metacpan.org/release/Chart-Clicker shows that some miss the whatis entry. And [1] also looks different than [1], with two VERSION sections and 2 NAME sections where one is incomplete. Maybe there's something wrong (with Pod::Weaver?) when creating the release tarball?
