The attached patch gets all tests except t/tilde.t passing on VMS. The last test in tilde.t is vulnerable to something coopting $ENV{HOME} in a way I haven't managed to sort out yet. And more unfortunately, numerous tests still fail when run in the core test suite in blead. I haven't managed to sort that out yet either, but I think it might have something to do with the fact that both the Module::Build test infrastructure and the core test infrastructure (both t/TEST and t/harness) try very hard to take control of @INC, and whoever wins does some damage in the process.
