Looking at this, the module is part of a larger project which means it attempts to install a lot of infrastructure which is unnecessary and undesirable for someone who simply wants a generic SAML solution. The module seems mostly set up to promote the zxid project. I'm sure zxid is a fine project, but this module's dependency on it removes any potential for it to be useful to me.

I am sorry you feel it is not useful for you. You have a right to your opinion, but as far as I can see, you are not reporting any bug. I would like to point out 1. The "infrastructure" that Net::SAML needs is zxid and its management tools, such as zxcot. You would not be able to use Net::SAML even in a limited way without downloading zxid, so I made the decision that the Net::SAML distribution is the zxid distribution. 2. The zxid itself has very few dependencies: libcurl, openssl, and zlib. All of these can be had from any distribution's packages. Thus there is not "a lot of infrastructure" to set up. Compare minimalizm of zxid to any other SAML2 implementation and I think you will see the light. 3. Regarding promotion and advertising: the fact that you can download and install all of ZXID using CPAN avoids having to visit my web site at all. I offer CPAN because I love perl and want to make it easy for perl users - so they do not need to wade through web site. Only promotion I expect to get is the satisfaction of users happy with quality software. Finally, this CPAN bug reporter is not good forum for reporting bugs.
