Looks like Dist::Zilla::Plugin::CPANFile needs a version of CPAN::Meta::Requirements that supports a "requirements_for_module" method, so minimum version number should be enforced in Dist::Zilla runtime dependancies. The upgrade to DAGOLDEN/CPAN-Meta-Requirements-2.121.tar.gz fixed the issue.
