Would a simple: if (($ENV{PERL_UNICODE}||'') =~ m/[IOSioAL]/) { diag "disabling PERL_UNICODE env for scope of gopher tests [RT#71341]\n"; delete $ENV{PERL_UNICODE}; } patch to t/85gofer.t not workaround this issue?

Probably not; it's too late at that point. But there's a proper patch here: https://github.com/perl5-dbi/dbi/pull/32
