I'm getting the same problem in 1.9800.

I recently heard of a similar case and there the culprit was YAML.pm. The user replaced YAML with YAML::Syck as a workaround. Can you try that?

CatalystX::CMS 0.11 installs without errors. I don't know what has been fixed. Best regards, \ferz
