Subject: support "+" in Content-Type

"+" is used in the industry as part of the content-type, well, at least with HornetQ. this API also uses the "." character as part of a content type, which i'm pretty sure is actually valid.
This was fixed for libwww-perl-5.806 in commit 32e2e7e011
