Really the TERM setting should be 'cygwin'. It usually is if you just have Cygwin installed. If you also install Strawberry perl it sets TERM to 'dumb' in the Windows environment. This 'leaks' through to the Cygwin environment. I usually counter this by altering the cygwin.bat wrapper script to explicitly set TERM to 'cygwin'.
