I grabbed this module with the intent of taking the TAP ABNF grammar and tokenizing some TAP documents with it. It seems all I get is a Perl representation of the grammar and no tokenizer. Am I missing something?

No, that is exactly the purpose. You would have to write a serializer for the data structure to turn the grammar into something suitable for use with a parser generator, like a Parse::RecDescent grammar, or a Parse::Yapp grammar, or Perl6 rules, or whatever. I've uploaded v0.05 that makes that a little bit clearer in the DESCRIPTION of the module. That example program helps a lot, thanks. If you happen to have an ABNF-to-RecDescent program that would be really handy!
