Looks like 'make test' uses old already installed version of Mail::CheckUser. Obviously it doesn't work. Look at the error message - it mentions /proj/fsn/www/shared/perlib/Mail/CheckUser.pm while it should be SOME_DIR/blib/blib/lib/Mail/CheckUser.pm where SOME_DIR is directory where you have unpacked Mail::CheckUser distro. I suppose you have set environment variable PERL5LIB (or PERLLIB). Try either unset it before running tests or delete(rename) old Mail::CheckUser before running tests. As for t/dns.t and t/smtp.t.
