Subject: Date_TimeZone broken on Cygwin

Date_TimeZone cannot parse the Cygwin $ENV{TZ} value, which looks like: "PST8PDT7,M4.1.0/2,M10.5.0/2" It does not use the "date" command which is actually available on Cygwin because Cygwin perl has an .exe extension.
