Further digging reveals this comment in the Changes for Module::Install: Show quoted text

That sure sounds like we need a _more_ bleeding-edge installer. If you CPAN the latest Module::Install and rm 'inc' in the H::S::S dist, you should be good to go. Thanks for the heads up. Show quoted text
