Looking further down in the test report, a XML-SAX blib directory is usually listed: ... @INC: /home/cpansand/.cpan/build/2020030616/XML-SAX-1.02-YmX8Y8/blib/arch /home/cpansand/.cpan/build/2020030616/XML-SAX-1.02-YmX8Y8/blib/lib ... It seems that ParserDetails.ini is only generated at installation time and not available before. So in test-only or test-first-then-install setups you cannot assume that a ParserDetails.ini file exists already.
