Today, as part of an attempt to assess the perl-5.28.0-readiness of CPAN distributions, I attempted to install this library against perl-5.27.11 on FreeBSD-11.1. This module *is* the LDAP server, and it appears that it is having trouble with opening or closing ports on your system. It appears to be a common problem, particular to FreeBSD: https://www.cpantesters.org/distro/N/Net-LDAP-Server-Test.html?oncpan=1&distmat=1&version=0.22&grade=3 e.g. https://www.cpantesters.org/cpan/report/7bad670e-34bb-11e8-88fc-f5c57bdb13b2 I'm not sure what to suggest, since it works so many other places. Perhaps there are firewall rules that prevent processes from opening ports?
