Subject: Tests fails noisly on without '.' in @INC
I think this is well known to all the relevant players, but there's no official bug logged here.

So I'll just get this going with a big sad sack of failures.

Perl 5.25.10 w/ -Ddefault_inc_excludes_dot  ( scheduled to be the default as of 5.25.11 )

It appears that the most recent commit to master in https://github.com/Perl-Toolchain-Gang/Module-Install/blob/master/Makefile.PL addresses this issue -- but the last CPAN release dates from October of last year. PTC: Do you anticipate doing a new CPAN release soon? Thank you very much. Jim Keenan
