The text of this bug report does not mention a specific problem, but the related Perlmonks post seemed to indicate that the source issue was that at some point the default enctype for CGI.pm changed. I agree with meryln's assertion that this isn't a bug, although I think perhaps it could have been noted better in the "Changes" file at the time.
