In general, countries are not allocated top-level namespaces in CPAN. A number of these types of national number validation modules do exist though, generally under Business::CountryCode::XXXXXX. While this module is still young, and before it accumulates a significant number of users, I would highly recommend moving it to something like. Business::CN::IdentityCard
