The only file that declares license is the lib/Data/ICal/TimeZone.pm. But there are many other files without any license declaration. That can raise a question what license conditions they are covered. I believe author intention is to apply the lib/Data/ICal/TimeZone.pm to all the files. But it would be much better if there was a top-level file, like README or LICENSE, that would make clear the license covers the whole distribution. Also adding LICENSE into Makefile.PL would make it more visible on CPAN.
