Other CPAN testers seem to report things work fine on 5.22.0? "900 NET OR SSL ERROR" usually indicates an outgoing connectivity problem, not a problem with the module. Can you verify you have working internet and try again?

Sorry, I missed your reply. I now tested again, and it's still failing, the same way. I do have a working internet in that box. The internet goes through a proxy, admittedly -- but I've had no networking problems in connecting to anything else, including https.

I do not believe this a problem originating or fixable in Net::HTTPS::Any. Reproduce and report as a bug in the underlying SSL library, if you are absolutely certain there is one (the fact that it works for others and that you have a proxy do indicate the problem is local to you).
