A probable explanation is that META.yml in question was generated by a previous release and failed to be updated.

No diffs in META between versions here:

https://metacpan.org/diff/file?target=NWCLARK/ExtUtils-Constant-0.23/&source=NWCLARK/ExtUtils-Constant-0.16/

A correct re-release will probably resolve this issue.

I'll happily take on comaint of this distribution as part of a greater "get dual-life modules more actively maintained" project and fix the tooling issues as well as apply non-controversial patches.

I think that it was exactly that. Should be fixed in the 0.23_50 dev release and hence in 0.24. Nicholas Clark
