Subject: Run commands in a known locale
Recent versions of svn and git are localized.
It would be safer to run commands in a LC_MESSAGES=C environment.

I know nothing about Module::Install plugins.
I tried to patch Module::Install::Repository::_execute to implement this (localize %ENV), but apparently it doesn't work like that.

like all my perl modules, the repository is at https://github.com/miyagawa/Module-Install-Repository Since I'm not an active user of Module::Install, anyone is welcomed to write a patch for it, send me a pull request, and i'll give a comaint on PAUSE. I think you should use LC_ALL=C. LC_MESSAGES=C does not seem to work.
