Can be demonstrated by this code which returns wrong (non relocated) values:

use File::Spec;
use Config;
print "privlibexp=$Config{privlibexp}\n";
print "perlpath=$Config{perlpath}\n";

After removing `use File::Spec;` it works as expected.

Portable-1.20 implements ugly hack - see Portable::FileSpec  (Win32 ONLY!!!)

Should be fixed in a better way.
