I’m perfectly amenable to that. I have limited web access, so could you either send me that document you cite, send a patch, or point me to another distribution that does this, whichever is easier?

On a quick look, for example the Config-Tiny, Crypt-OpenSSL-Bignum, and Devel-StackTrace distributions seem to do this quite well as far as I can tell. Patch for CSS-DOM 0.13 is attached. The license text in the patch is copied from Config-Tiny and I have not reviewed it - please verify that it is the intended one.
