Adam K here, just reviewing the existing bugs. Since Autrijus has stepped away a little, and I'm not trying to gradually clean this thing up a bit, I'm sure we can get someone VMSy access to the SVN repository for Module::Install, so they can apply at least the uncontrovertial parts (NOECHO etc). Let me know
