Subject: Install from blib/html into $Config{installhtmldir}

In ActivePerl we set up $Config{installhtmldir} and make the html
version of the module docs be be installed using the following patch
(relative to 1.50). It would be an helpful for us if also the standard
version of ExtUtils::Intall supported this in the cases where users
upgrade the module from CPAN.
